Invitation to Negotiate for

Governmental Relations Consulting Services

 

The Association of Florida Colleges is accepting proposals for Governmental Relations Consulting Services. Services requested include governmental relations and lobbying services to support legislative issues for the 28 Florida College System institutions.

Interested firms should send qualifications and proposals electronically in one-single PDF to Michael Brawer, Executive Director and CEO at: [email protected]. Proposals will only be accepted by email. The response should include narrative on the following topics:

  1. Firm’s Qualifications and resumes of Key Personnel
  2. Personnel who will serve as lead lobbyist, as well as others assigned to this engagement
  3. Firm’s lobbying philosophy/approach
  4. Ability to address issues in the Scope of Services below
  5. Experience in education and/or higher education
  6. Depth of legislative leadership relationships
  7. Experience with and knowledge of the Budget Process
  8. List of Colleges/Universities the firm currently represents, if any
  9. References from other Clients

SCOPE OF SERVICES

The Consultant shall represent the AFC before the legislative and executive branches of government. The execution and strategy will be assigned and directed by the Chair of the Council or Presidents (COP), and coordinated with the Chair of the AFC Policy and Advocacy Committee, and the AFC Executive Director. Services will include but are not limited to:

  • Developing strategies for the advancement of the annual legislative priorities of the AFC Council of Presidents.
  • Utilizing established relationships in the Legislature to promote the AFC Council of Presidents annual budget request and policy initiatives.
  • Addressing and supporting issues related to and inclusive of, but not limited to the annual legislative budget request, dual enrollment, Public Education Capital Outlay (PECO), tuition, student fees and waivers, performance funding, baccalaureate degrees, associate degrees, industry certifications, workforce programs, student services, and campus safety and security.
  • Assisting with setting up meetings with legislators, agency personnel, and the Office of the Governor as requested.
  • Assisting with preparation of college presidents and others for testifying before legislative committees as needed.
  • Arranging for political or other speakers for various conferences and events as needed.
  • Attending meetings and providing updates at meetings of the Council of Presidents and the AFC Legislative Committee

TIMELINE (subject to change)

  • Proposal due date: July 15, 2018
  • Proposal Review: July 15-31, 2018
  • Finalists presentations/interviews: August 1- 10, 2018
  • Final selection: no later than August 15, 2018
